I haven't read the entire study, but this bit would seem to hold some lessons for those who would ignore what Athens itself has to offer in favor of the time-honored techniques of offering infrastructure improvements, tax abatements, and "spec" buildings to industrial prospects:

The Drool Sluice

Wherein the Banner-Herald's editorial page editor commences a new and semi-regular feature of his Intertube Weblogging, borrowing its title from a half-remembered -- and ancient -- "Saturday Night Live" skit somehow involving copious quantities of drool.

The Drool Sluice will feature original unedited, uncut submissions to the editorial page which, for one reason or another, did not or will not make it onto the Banner-Herald's opinion pages. As such, submissions will appear with only the author's initials. The Drool Sluice does not and will not warrant the veracity or lack thereof of any claims of alleged fact included within these submissions. They are offered solely for whatever insight they may provide the reader into the contemporary Zeitgeist.
